If someone is unaware that texting exists and decides to call you for some reason, you may notice two different options appear on your phone.

One options gives you the choice of answering or declining the phone call (and you usually choose decline because who speaks these days?) The other option doesn’t give you a decline option, just a “slide to answer” option.

There is a very simple reason for this. No, Apple is not trying to get us to speak to people on the phone again by taking away the ‘decline’ option sometimes. They also don’t want to mess with people who get anxiety every time the phone rings; the same people that rather toss their phone to the side until it stops ringing. Here’s the actual reason:
